Mr. Behgjet Pacolli, now former President of Kosovo, has decided to give his resignation and has put the interests of Kosovo ahead of his own position and his own ambitions. As the Constitutional Court’s opinion made clear, he did nothing wrong. He has carried himself with dignity and he has shown that he is both a man of honor and a true patriot.

The leader of AKR, Mr. Behgjet Pacolli met the representative of the supreme Islamic council of Iraq, Mr. Ali Al-Baldawi, who promised to create international relationships with Kosovo, as soon as the new government in Bagdad is formed.

Mr. Pacolli requested from the officials the recognition of Kosovo tempestively.

“With the establishment of the government our focus will be the constitution of new diplomatic, economical and political relationships between these two countries“added Mr. Ali Al-Baldawi.

Mr. Behgjet Pacolli, the leader of AKR confirmed that the Republic of Vanuatu has recognized the Republic of Kosovo. The verbal note is on his possession and was as well sent to the Ministry of Foreign Affairs. Mr. Pacolli stated “this is the first result I got out of the numerous conversations I had  to different state representatives while I was in New York.

Kadhafi Affair: The entrepreneur Behgjet Pacolli, with Kosovar origins, will intervene in Tripoli in favor of the two Swiss hostages.

 Behgjet Pacolli, a Swiss naturalized, residing in Ticino, has soon an appointment with Colonel Mouammar Kadhafi.

Behgjet Pacolli (58 years) is willing to play the role of mediator in the affair. He will try to give his contribution to the return of the two Swiss citizens, he said to the Swiss-Italian Television chain, “La 1”. He will go to Libya as soon as Mouammar Kadhafi is back from vacation. “I don’t think our two compatriots have something to blame for” he added.

Behgjet Pacolli, who left the actual Kosovo for Switzerland in 1976, went to politics in mars 2006. He founded the political party “Alliance for a New Kosovo” (AKR). During the election campaign, his personal fortune amounted to € 420 millions.

He won fame in the Near East and in the Middle East as a negotiator; he contributed in particular to the liberation of several hostages in Afghanistan.

Agron Hoti: Thank you and I wish you success. I am fully aware that AMC team has professionalism and I wish you success. I was very excited when I saw this newspaper with this big name and very much respected and important, Kosovo, with a new image.

Kosova e re: Let us start the conversation, even though readers know you. Why did you choose NAK?

Agron Hoti: Very simply, the answer must know everyone. NAK is headed from a humanist, humanitarian and a visible activist in the issue of lobbying for Kosovo Mr. Behgjet Pacolli, who had brought and is bringing new recognitions, and doesn’t overestimate himself, he just works and we can see his results. I have chosen this party for the respect that I have for others, but Mr. Pacolli is special, because we know that he can’t be corrupted, he is a wealthy, he has a wealthy friends and Kosovo will change. We will support him to change Kosovo for better. We know that Kosovo has a lot of work to do, if we all steal a little from Kosovo budget then what will it remain? It is a big poverty in Kosovo, I’m sure that with Mr. Pacolli in power he will change Kosovo significantly and that you will be able to see very soon.

Kosova e re:Can you tell us the department that you lead, how many members does it have?

Agron Hoti: As you know the department that I lead together with our company has to many members. We recruited 30 members just a few days before. I cannot know exactly the number but day after day this number is rising. And when we go anywhere that there are compatriots, even in a feast or whatever, we win new members. And we welcome our new members because there is not any other way for the future of Kosovo but to work for our Kosovo with those who bring results.

Kosova e re: What relations do you have with other Albanian parties’ branch that works in Swiss?

Agron Hoti: Very good relation. I have too many friends and I respect them. It doesn’t mean that we are in different parties; our relations are very personal relations. I respect them very much and we often meet and talk together with all parties that are in Swiss. Even our leader doesn’t want to offend somebody just for political points.

Kosova e re: Just a few days before you were invited in a Swiss television in Winterthur. Can you tell us the questions that they asked you?

Agron Hoti: Yes, we were together with the president of NAK-International for Swiss Mr. Arben Kurteshi.

We answered the invitation and we talked about different subjects. We talked for integration, our plans and our projects that we have. We spent very well there and we have many Swiss friends.

Kosova e re: Do you expect good results from these elections?

Agron Hoti: Kosovo needs Behgjet Pacolli in power, because he didn’t involve in politic to fill his pockets. Now Kosovo needs a president who has clear visions to develop economy, to open new vacancies. It’s not the time to do to much politic and stay aside. This time we need to have a developed Kosovo, to have new opportunities to develop. There are too many unemployed in Kosovo that wait or are deceived that they will find a job. Kosovo needs reclamation of this poverty and an economic development. Behgjet Pacolli has a good image to a big number of international businessmen, he often visits America and other strong countries so he has a authority and everybody believes in his success. He might be the only president that won’t take his salary but will give it to poor people as is doing now. It’s not too little 2.500 euro per month. You can calculate it for a year, or better to say just for a month you can employ from his salary that he won’t take. Many people ask why not to have a multimillionaire president, our humanist Behgjet Pacolli as a president? If we choose a multimillionaire a president of Kosovo, for sure there will invest other multimillionaires in Kosovo and imagine how it could develop Kosovo. So let us choose President Behgjet Pacollin.

Kosova e re: If by chance NAK wins then what will you ask the center to do for diasporas?

Agron Hoti: A lot. Our diaspora needs too many things. Do you see in what conditions we are? Just for a document all my holiday went. We want to have a ministry of diaspora, we want two deputies to represent us in the parliament of Kosovo. Diaspora had given a lot for Kosovo so we don’t merit being in the third place, forgotten. We believe that Mr. Pacolli won’t wait us to ask him because he knows how the diaspora is. He himself lives in diaspora and he stays a lot with expatriates, he respects them and he is not self-conceited, he is too modest. I’m convinced that Mr. Pacolli will do a lot for diaspora. I know that he will give space to our youth our intellectuals that are live abroad, and our activists who act in Kosovo because Kosovo need the help from diaspora yet.

Kosova e re: As a headship in Cyrih do you often have meetings?

Agron Hoti: Of course, we analyze the situation in our diaspora, for every situation we are always in contact with them and for everything we report our deputies that are in the parliament of Kosovo. We are good friends with each other but when we are in a meeting everybody speaks from his position and gives different new ideas to realize.

Kosova e re: You have started with a new project these days. Can you tell us concretely for what project it is about?

Agron Hoti: Yes, we have started or we will start very soon, concretely from 14.10.2009 to 20.01.2010 every Wednesday from 16:00 to 17:45 a course in German language. Kosova e re: How did you expect the agreement between DLD and NKA?

Agron Hoti: Absolutely good. When our leader Mr. Paolli thinks that that’s the right think we believe him because we think he knows what the best thing to do. I sincerely believe that this is the right thing because we both together are stronger. We as e political subject don’t have enmity with anybody, we are open and we can cooperate. We are all Albanians and when we have differences it doesn’t mean that we are enemies.

Kosova e re: Will you be in Kosovo during the campaign?

Agron Hoti: We will try to organize and do our job in Swiss. NKA is organized for these elections and I believe it will go well. I will be in Kosovo these days with the leader of NKA-International and we will meet with our leader Mr.Behgjet Pacolli to talk about the problems of the emigrants even though he is informed we have to do that. We have to be precise because Mr. Pacolli is meticulous and he believes the facts even though he is so opened but when he sees the facts he respects more.

Kosova e re: Mr. Hoti, we thank you very much that you found time for this interview and we hope that from these elections we will come up as all Albanians want, without any problem and let Kosovo win.

- NKA offers a reduced public administration but operational. Our vision is based on quality and not in quantity. On the basis of the understandable law for the citizen.

- Taking care that, on our supports for the economic advancement, to not let certain kind of social groups to live without insufficient incomes for their existence.

- We believe and will encourage foreign investments, the partnership with native companies and also the ownership transition to the investors who can contribute for the development of the country.

- Our top priority remains the reduction of the number of unemployed people. Our objectives are directed in offering the business, in the requirement for the activity and in the self-mechanism of the labour market.

- NKA considers the education in Kosovo as a social stability factor, advancement in democracy, a process of raising the responsibility in the society and a process for the improvement of the standard and quality of life.

- The predominance of law requires investment and development on the three main pillars: the fulfillment of law infrastructure and the execution of laws, the reformation and the reinforcement of judicial and the public prosecutor’s office system and the combat of criminality, organized crime and the corruption.

- The NKA has on the priority to issue a law for the restitution of the expropriated and nationalized properties, for creating one strong base for the use of property in the country.

- NKA guarantees the enforcement of the main direction of Kosovo: security and safety of the country. NKA guarantees investments on the security and safety of the country.

- We guarantee that 70% of medical healthcare should be covered in primary care, whereas 25% in secondary care and 5% in the third. NKA will implement the system of health insurance, which will include the population of Kosovo. NKA will transfer positively the system of compensation and the system of salary for the health personnel.

- Also the NKA is committed for the partial privatization of PTK and for a higher liberalization of the market.

- The essential vision of the NKA in foreign policies is on preserving and strengthening of peace and stability in the country and also in the region, the safety and the advancement of Kosovo’s interests on the international sphere, the presentation of a good image of Kosovo and Kosovo people outside the country.

- NKA promises to create all possible ways that citizen to have equal treatment, also the same behavior for the minorities for neighborhood countries.

- In all of these international commitments our main priority remains the integration in the EU in the economic field and the integration in security regard into NATO.

THE 2009 PROGRAM ELECTIONS – THE IMPORTANCE OF THE LOCAL AUTHORITY

The local authority has a major responsibility for your life

- The local authority carries the responsibility for the public issues on your interest

- The political right implicates transparency and giving explanations

- The local political right is the co-operation with the citizens and appropriate communication with all the interested parties.

The NKA on the 2009 Communal Elections

Employment, the determination and the development of communes potentials, the attraction of investments, the construction and maintenance of road infrastructure, the supply with water, sewerages, parks, waging war on corruption in order to use properly the public finance, are the fields of the NKA focus in the local elections.

- The NKA is committed to execute the law for the Public-Private Partnership on purpose to low the number of unemployed people.

- The NKA will raise the investment on the water system, sewerages and to take in the trash on proportion with the countries in the region.

- The NKA guarantees the production of contemporary depots for the urban garbage and will create conditions for its proper usage.

- The NKA promises the proper condition and putting in order the building entrances, facades, installations, parking areas, parks and transportation.

- The NKA guarantees that communal services will be given with concession, on purpose of raising efficacy, transparency and respecting the terms. Here are considered public services for the urban transportation, spatial plan, hygienic services, etc.

- The NKA does not see the reformation of local authority as the only existing way on improving the life of minorities, but in creating self-governing conditions and getting back the dignity of all living communities, on our strategy we see them in the public life of Kosovo, considering our self as its part.

- The NKA is committed to eliminate all ways of corruption executing the reform of local administration, digitalization of services and electronic rule and the continual consultation and information with the citizens.

- The NKA promises that before any strategic planning for the local units, it will make all-included estimation of the situation and after being consulted together with the citizens will determine the priority issues in that commune.

- In the frame of each communal unit, a special regard will be given into the exploitation of public spaces, on purpose of offering better services to the citizens. The priority is considered in such fields as: roads, parking areas, the passing areas for the pedestrians, the proper conformity of infrastructure for people with restricted ability, pavements, parks, cemeteries, sports grounds, sports fields, cultural and historical monuments, public toilets, the proper use of the garbage, etc.

- The NKA promises the complete return of the properties management to the communes, in order to secure the planning and its exploitation, where will be determined also the clear conditions on giving building permission, as always considering the interests of the citizens.

- Prishtina as a communal unit will have its proper organization, which will be arranged considering law.

- The NKA considers that the strengthening of youth and the creation of a wide and reliable co-operation between the government and youth organizations for the adequate needs address of the youth in Kosovo is a guaranteed success for a better future for the country.
